OSHAWA, Ont. — General Motors Canada will announce on Monday that it's closing its plant in Oshawa, Ont., in a move that will affect thousands of jobs in the city east of Toronto, The Canadian Press has learned.

The closure of the Oshawa Assembly Plant is part of a shift in the company's global production and has nothing to do with the new U.S.-Mexico-Canada trade agreement, a source familiar with the situation said Sunday.

The source, who spoke on condition of anonymity, said the shift also affects GM operations in other countries, and the Oshawa facility is the only Canadian plant that will be shuttered. GM also operates manufacturing facilities in St. Catharines, Ont., and Ingersoll, Ont.

Unifor, the union representing more than 2,500 workers at the Oshawa plant, said in a statement that it does not have complete details of Monday's announcement, but it has been informed that there is no product allocated to the Oshawa plant past December 2019.

"Based on commitments made during 2016 contract negotiations, Unifor does not accept this announcement and is immediately calling on GM to live up to the spirit of that agreement," the union said in a statement on its website.

"Unifor is scheduled to hold a discussion with General Motors (Monday) and will provide further comment following the meeting."

A spokeswoman for GM Canada said Sunday that the company had "no news or comment tonight" and would not be commenting on speculation.

Oshawa Mayor John Henry said he had not spoken to anyone from GM. He said he heard about the reported closure from CTV News, which first reported the story, when a reporter called him for comment earlier in the day.

He said in a phone interview that the plant closure would have ripple effects well beyond the city of roughly 170,000.

"It's going to affect the province, it's going to affect the region ... The auto industry's been a big part of the province of Ontario for over 100 years.

"This country has also invested a lot in General Motors," he added, referring to the 2009 bailout that saw the federal and provincial governments invest billions in GM and Chrysler to keep the companies afloat.

Federal and provincial politicians also weighed in on the reported closure, expressing concern for the thousands of high-paying jobs at the Oshawa plant — as well as the potential trickle-down effect a closure could have.

Jennifer French, who represents Oshawa in the provincial legislature, said she finds the news "gravely concerning."

"If GM Canada is indeed turning its back on 100 years of industry and community — abandoning workers and families in Oshawa — then this is a callous decision that must be fought," she said in a statement.

"GM didn't build #Oshawa. Oshawa built GM," French added in a tweet.

Conservative MP Colin Carrie, who according to his website spent his summers as a youth working in the Oshawa plant, called the reports "very concerning" and promised to "look further into the situation."

According to GM's website, the Oshawa Assembly Plant employs 2,522 workers with Unifor Local 222. Production began on Nov. 7, 1953, and in the 1980s the plant employed roughly 23,000 people.

Unifor national president Jerry Dias said in April that the Oshawa complex was headed for closure in June of this year. But he noted the former head of GM Canada, Steve Carlisle, was determined it wouldn't close on his watch.

Carlisle was moved that month to head Cadillac, the global automaker's luxury car division, as part of a management rotation.

At the time of the transfer, Dias said Carlisle's appointment to lead Cadillac would raise his profile and influence within GM's headquarters in Detroit, and that "would be a huge benefit for us."

The Oshawa operation became a Donald Trump talking point during Canada-U.S. trade negotiations, according to a Toronto Star report about an off-the-record aside during an interview with Bloomberg News over the summer.

"Every time we have a problem with a point, I just put up a picture of a Chevrolet Impala," the U.S. president was reported to have said. The Impala is built at the GM plant in Oshawa.

Premier Doug Ford issued the following statement today on the closure of the General Motors Oshawa Assembly Plant:

"Today is a difficult day for the workers at the General Motors Oshawa Assembly Plant.

It is a difficult day for the thousands of workers at hundreds of Ontario auto part suppliers that depend on the GM Oshawa Assembly Plant for much of their business, as well as for workers and small business owners throughout Oshawa and the wider Durham region.

And it is also a difficult day for the spouses, the children and the families of these workers.

Today a lot of people are feeling shocked and saddened. I know some people are also feeling angry and betrayed. To everyone who has been impacted by this decision, please know this:

First, for those who work in the auto industry, I want you to know that today's news has nothing to do with the quality of the work you do. I will put the highly trained, professional autoworkers in Oshawa, or anywhere else in Ontario, up against anybody else in the world. It is disappointing that GM failed to see and build upon this competitive advantage. While the company is entitled to make its own business decisions, I am confident that history will prove them wrong.

Second, I want the people of Oshawa and the Durham Region to know that our government will always stand with you.

Our government has already begun exploring measures to help impacted workers, businesses and communities cope with the aftermath of this decision. As a first step, I will be authorizing Employment Ontario to deploy its Rapid Re-Employment and Training Services program to provide impacted local workers with targeted local training and jobs services to help them regain employment as quickly as possible. We are looking at how best to align our programs to ensure maximum support is available for affected employees and their families. In speaking with GM, we have stressed the importance of supporting their employees through this difficult transition.

We will also be calling for all three levels of government to work together to help impacted families receive the support and relief they need, while also ensuring that impacted businesses are quickly able to adapt their business models to take advantage of new opportunities.

As a start, we are asking the federal government to immediately extend Employment Insurance (EI) eligibility to ensure impacted workers in the auto sector can fully access EI benefits when they need them most. There is a precedent for this kind of action that has been deployed in Alberta's oil patch, and the people of Ontario are right to expect that the federal government will show a similar level of respect to the families that depend on Ontario's auto sector.

We are also asking the federal government to work with their U.S. counterparts to remove all tariffs so that impacted auto parts suppliers can remain competitive after the Oshawa Assembly Plant closes its doors.

The final thing I want the people of Oshawa, Durham and the entire province to know is this: While today's announcement is disappointing, it will not deter us from returning Ontario to its rightful place as one of the world's premiere destinations for job creation and investment.

Our province has immense resource riches, and sits at the crossroads of continental and global trade. Most importantly, we have a hard-working and educated workforce that is envy of the world. Unfortunately, years of economic mismanagement at multiple levels of government have squandered many of these advantages and, today, thousands of innocent families are being hurt as a result.

The good news is that, working together, we can fix this. Our Government for the People will work day and night to make Ontario Open for Business once again."

通用汽车公司总裁CEO Mary Barra表示,为了适应汽车制造行业飞速的发展,公司将会对产品线和生产方式进行重组,把更多的资源投放到电动和自动驾驶汽车项目中。预计此举会为公司节省约60亿美元的开支。

“我们认识到,为了公司的长期发展,需要适应不断变化的市场环境和客户偏好,才能确保仍然处于有竞争力的位置”Mary Barra表示。

据报道,除了会关闭Oshawa的工厂,GM还将分别在底特律与俄亥俄州Warren市关闭的四家工厂。并裁减15%的员工,以及25%的管理层员工。

根据Globe News报道,这家位于奥沙瓦的GM工厂从1953年开始运营,至今已经有100多年的历史。工厂负责生产GM旗下的车型,包括雪佛兰(Chevrolet)、别克(Buick)、GMC、凯迪拉克(Cadillac)等…

这家汽车工厂是世界上最大的汽车制造厂之一,同样也是奥沙瓦市的重要经济支柱之一,该市有上千名市民,都是GM的员工。

此次GM的关厂“炸弹”,将会在奥沙瓦市掀起一阵“失业潮”,上千名市民将会在2019年失业。
不仅如此,GM关厂还会在安省产生掀起涟漪反应,汽车配件行业,以及城市内的小商铺,餐馆,零售商,都会受到影响。

消息发出后,在奥沙瓦市和安省引发轩然大波。

今日早上,有媒体记者拍摄到,有数十名工人在上班没多久之后,离开了工厂。部分员工向媒体表示,对于GM公司的这个决定感到非常的失望和难过。

其中一名已经在GM工作超过12年的员工MattSmith称:“这个消息(关闭工厂)太可怕了,不仅是我,我的妻子也是在GM工作,我们还有一个11个月的小孩。我们现在不知道要怎么才能养活我的家人了。”

据奥沙瓦当地工会表示,GM员工已经被告知,2019年12月以后,Oshawa工厂将不会再生产任何产品。

GM公司在奥沙瓦的工厂里面,有一大半员工是工会成员。在关厂的消息确认后,工会方面迅速做出反应。


今日奥沙瓦工会的主席JerryDias在推特上表示,工会不接受GM公司关闭奥沙瓦工厂的决策,工会将会代表上千名员工和GM公司展开斗争。

这让我想起一个南美的电影【工人当家】。

影片的主线是围绕在阿根廷布诺斯艾利斯一家制造汽车配件炼冶工厂—圣马丁炼冶厂的工人,如何在失业两年后,决心占据已关闭的工厂,并将工厂以工人合作社的方式恢复运作,实行工人自治模式的生产。圣马丁工厂工人,只是近年在阿根廷兴起的工人占厂运动之其中一分子,这个占厂实行工人自治的运动也被称为复兴工厂运动。

原先的工会闹着给工人涨工资,后来大家为了工厂能继续运转,自己给自己降工资。

本周一,美国最大的汽车制造商通用汽车表示,将于明年年底前在全球范围内关闭7个生产基地,包括位于美国俄亥俄州、密西根州和马里兰州以及位于加拿大安大略省奥沙瓦的五个工厂,以及北美以外的两个工厂,还将裁掉15%的受薪员工,裁员人数或达14700人,惨烈程度大超市场此前预期。此前通用已宣布,将关闭位于韩国群山的装配厂。

目前,美国汽车生产商处于满负荷生产的状态,产能过剩意味着更多在美的汽车工厂可能会面临关闭。

美国汽车研究中心工业、劳动和经济副总裁Kristin Dziczek表示,目前美国的生产成每年可产约320万辆汽车,其中通用汽车占约100万辆。这样的生产能力远超实际需求量,

在国内和国际车市本就十分低迷的情况下,美国实施的新钢铝关税又雪上加霜,导致汽车行业成本上涨数十亿美元。在这样的情况下,即使是大型汽车制造商也很难幸免遇难。

华尔街见闻此前提到,因为贸易摩擦,通用汽车已经在公布今年二季度财报时下调了今年盈利预期,当时通用汽车表示,钢铝价格上涨导致“最近商品成本大幅增加”,以及美元走强、南美国家货币波动加剧,导致下调全年盈利预期。彭博社称,原材料成本可能会对吞噬通用汽车今年10亿美元的利润 ,这个数字大约是此前预期的两倍。

通用汽车的关厂裁员计划惹怒美国总统特朗普,后者可能要“一竿子打翻一船人”。

特朗普放话威胁取消对通用汽车的补贴后,白宫一周之后迅速拿出了具体执行计划——取消对电动汽车以及可再生能源的补贴。

据路透社报道,白宫经济顾问库德洛周一表示,美国将终止对电动汽车以及可再生能源等项目的补贴。库德洛预计,电动汽车的补贴将在2020年或2021年结束。

当被问及通用汽车上周宣布关闭美国工厂并计划裁员的行动时,库德洛表示,取消补贴不会只针对通用汽车,特朗普政府将取消奥巴马任内实施的包括对可再生能源等项目的补贴。

特斯拉盘后微跌0.10%;通用汽车盘后微跌0.13%。

上周,通用汽车宣布将关闭全球7个工厂并计划裁员14700人,其中就包括位于美国俄亥俄州、密西根州和马里兰州的几个工厂。

这一消息惹怒了特朗普。华尔街见闻此前提及,特朗普随后在社交媒体表示,对通用汽车决定关闭在美国三个州的工厂感到“非常失望”,

正考虑撤除给予通用汽车的所有补贴,包括对通用汽车的电动汽车补贴。他还难抑怒火地说:“美国拯救了通用汽车,这就是我们得到的感谢!”
